He was born in Minalin, Pampanga, but has lived in
Tarlac City since February of 1959, where he married the
former Nimia S. Flores with whom he has seven children.
Educated in public and private schools, he graduated from
the U.P. College of Law in 1956 and passed the Bar
Examinations given in the same year…and he went on for
post graduate studies in Universidad Central de Madrid
(Spain), Ateneo Graduate School of Business, Asian
Institute of Management, and Dela Salle Graduate School
of Business.
He founded and serves as Chairman of the Board of
Ocampo’s Tarlac, Inc., MNO Realty/Management
Corporation, and STI College Tarlac. He serves as
consultant of the Sari Sari Group of Companies. In
government, he was Chairman and General Manager of the
Philippine Virginia Tobacco Administration…and later, the
National Tobacco Administration (1986-88). He was elected,
and served, as Governor of the Province of Tarlac (1988-
92)amd proclaimed by civic leaders as “the best Governor
of Tarlac that Pampanga ever produced.”
Active in civic and service organizations – he was
President of the Tarlac Jaycees, (1963) Vice President of the
Philippine Jaycees(1966), and National President of the
Philippine Jaycee Senate (1971). He was also the first
President of the Tarlac Bankers Club (1976). ..and went on
to be President of the Philippine League of Savings and
Loan Associations(1971), Philippine Chamber of Thrift
Banks(1975), and the Bank Marketing Association of the
Philippines(1979).
In Rotary – he is the Charter President of the Rotary
Club of Central Tarlac (1976-78), District 380 Governor
(1982-83, now 3790)…Discussion Leader on Membership
Development (Asian District Governors (1983), R.I.
Convention in Las Vegas (1986), and Presidential
Conference (2001)…member, Nominating Committee for
R.I. Director (1988), District 3790 Representative to the
Council On Legislation (1989), District (3790) Trainor (1997-
98/1999-2000), Chairman – District Nominating Committee
for DGN (1993-94/1997-98)…R.I. President’s Representative
- District 3860 Conference (2000) and District 2670 (Japan)
Conference (2002)…Coordinator for Task Forces (RI Pres.
Glenn Estess)…and Editor –in-Chief of the Philippine Rotary
magazine (1996 to the present). He is a Major Donor and
Benefactor of the Rotary Foundation of R.I
Major Awards are: Permanent Honorary President of
the Phil. League of Savings & Loan Associations, Adopted
Son of San Fernando, La Union and the Province of
Zambales…Philippine Jaycee Senate’s Golden Harvest
Awards in Banking (1974) and Humanitarian Services

Service Citation (RI Pres. Frank Devlyn)…and Rotary
International’s highest individual honor: the SERVICE
